At Salt Lake Community College in Salt Lake City, Utah, Payton played for two seasons. He led the Bruins to a 29-5 overall record and a 14-1 record in the Scenic West Athletic Conference (SWAC), where they won the Region 18 Championship and the outright SWAC title in 2013.

As a freshman (2012–2013), he averaged 9.4 points, 6.2 rebounds, 3.7 assists, and 1.9 steals per game. As a rookie, Payton was selected to the Region 18 All-Tournament Team and the First Team All-SWAC.

He was named to the Second Team NJCAA Division I All-American in his sophomore season after averaging 14.1 points, 7.9 rebounds, 3.8 assists, and 1.9 steals per game.

He was also chosen as the 2014 Region 18 Co-Player of the Year and the Region 18 Tournament Most Valuable Player.

The Bruins completed with a 27-7 overall record and won the Region 18 Championship for the second time in a row.

During his sophomore year at Salt Lake Community College, the alma mater of his father, Payton, he signed a letter of intent to play for Craig Robinson’s Oregon State team. Prior to the start of the 2014–15 basketball season, Robinson was fired, and Wayne Tinkle, head coach of the University of Montana, took over.

Oregon State lost its top five scorers from the previous season, yet the Pac-12 coaches still expected that they would finish 12th in the 2014–15 season.
