MIGUEL ANGEL CARO-QUINTERO was the head of the Caro-Quintero organization, which is notorious for bringing large quantities of marijuana, heroin, and cocaine into the United States from Mexico. He was also engaged in the invention and production of methamphetamine. Miguel was wanted by the Drug Enforcement Administration as a result of two federal indictments filed in 1994 by the District Court for the District of Arizona and two in 1988 and 1993 by the District Court for the District of Colorado (DEA). He was arrested by Mexican police in December 2001.

In the 1970s, Caro Quintero founded the Guadalajara Cartel and worked with Gallardo, Ernesto Fonseca Carrillo, and Pedro Avilés Pérez to smuggle large quantities of marijuana from Mexico to the US. In 1985, he kidnapped DEA agent Enrique “Kiki” Camarena, his pilot Alfredo Zavala Avelar, writer John Clay Walker from the United States, and dentistry student Alberto Radelat. After the murders, Caro Quintero fled to Costa Rica, but he was eventually caught and sent to Mexico, where he was handed a 40-year murder sentence.

Raphael Caro Quintero was snitched on by his own friend Felix. He had an emotional talk with Félix one night in which he expresses his gratitude for the safety and escape route and expresses his wish that things would return to how they were when the two of them were smuggling marijuana. After agreeing with his friend, Félix Gallardo betrays Rafa by telling his pals in Federales where he is in order to avoid being arrested. After suspicions of corruption against Pavón appeared, Calderoni, the same officer who was on the verge of detaining Caro Quintero a few years prior, took Pavón’s position. A warrant for Félix’s arrest was issued once the local authorities confirmed his information. Calderoni assaults Caro Quintero’s beach home with assistance from the Costa Rican military, murdering Cuco in the process.
